I. STORM EVOLUTION
- On the morning of October 1, the low pressure area in the sea east of Luzon Island (Philippines) strengthened into a tropical depression. At 10:00, the center of the tropical depression was at about 14.5 degrees North latitude; 131.4 degrees East longitude, in the sea east of Luzon Island (Philippines). The strongest wind near the center of the tropical depression was at level 6-7 (39-61 km/h), gusting to level 9. Moving in the West Northwest direction at a speed of about 15 km/h.
- On the early morning of October 2, the tropical depression strengthened into a storm, internationally named Matmo. At 7:00, the center of the storm was at about 14.9 degrees North latitude; 127.8 degrees East longitude, in the sea east of the Philippines. The strongest wind near the storm center is level 8 (62-74km/h), gusting to level 10. Moving in the West Northwest direction, speed 15-20km/h.
- On the afternoon of October 3, storm Matmo entered the eastern sea area of ​​the North East Sea, the 11th storm in the East Sea in 2025. - At 10:00 on October 5, the center of the storm was at about 20.4 degrees North latitude; 111.0 degrees East longitude, in the sea east of Leizhou peninsula (China), about 350km East Southeast of Mong Cai (Quang Ninh). The strongest wind near the center of the storm was at level 12-13 (118-149km/h), gusting to level 16. Moving in the West Northwest direction, at a speed of 20-25km/h. - On the evening of October 5, storm No. 11 entered the sea northeast of the northern Gulf of Tonkin. The strongest wind near the storm center is level 8 (62-74km/h), gusting to level 10. Moving in the West Northwest direction, speed about 20km/h.
- On the morning of October 6, after entering the mainland of Guangxi province (China), storm No. 11 weakened into a tropical depression. At 07:00 on October 6, the center of the tropical depression was at about 22.0 degrees North latitude; 107.1 degrees East longitude, in the southern part of Guangxi province (China). The strongest wind near the center of the tropical depression was at level 7 (50-61 km/h), gusting to level 9. Moving westward, at a speed of 20-25 km/h.
- At noon on October 6, the tropical depression (weakened from storm No. 11) weakened into a low pressure area over the border area of ​​Lang Son (Vietnam) and the southern part of Guangxi province (China). At 13:00, the center of the low pressure area was at about 22.2 degrees North latitude; 106.8 degrees East longitude. The strongest wind in the center of the low pressure area decreased to below level 6 (below 39 km/h).
II. DIRECTION AND RESPONSE WORK
- On October 1, 2025, the National Civil Defense Steering Committee issued Document No. 11/BCĐ-BNNMT to the People's Committees of coastal provinces/cities from Quang Ninh to Lam Dong on proactively responding to tropical depressions near the East Sea.
- On October 3, the Politburo directed to focus on overcoming the consequences of storm No. 10 and preparing to respond to storm No. 11. On the same day, Prime Minister Pham Minh Chinh chaired an online meeting of the Government Standing Committee with localities on overcoming the consequences of storm No. 10 and post-storm floods; Deputy Prime Minister Tran Hong Ha chaired a meeting with leaders of ministries, branches and 12 provinces and cities to respond to storm No. 11.
- The Prime Minister issued Official Dispatch No. 186/CD-TTg dated October 4, 2025 on proactively responding to storm No. 11 in 2025.
- The Ministry of Agriculture and Environment issued an Official Dispatch on the operation of Thac Ba Hydropower Reservoir dated October 4, 2025 and documents directing the work of ensuring dyke safety.
- The Ministries of Public Security, Construction, and General Staff issued Official Dispatches on focusing on responding to storm No. 11.
