1. Central
- On October 22, 2025, the Prime Minister issued Official Dispatch No. 202/CD-TTg on focusing on preventing, avoiding, and responding to floods, inundations, flash floods, landslides in the Central Central region;
- On October 20, 2025, the Prime Minister issued Official Dispatch No. 200/CD-TTg on proactively deploying measures to respond to storm No. 12 and floods; The National Civil Defense Steering Committee issued Official Dispatch No. 19/CD-BCĐ-BNNMT dated October 20, 2025 on proactively responding to heavy rain, floods, landslides, and flash floods; the General Staff - Ministry of National Defense issued Official Dispatch No. 6001/CD-TM directing agencies and units to respond to storm No. 12 and floods.
- On the morning of October 22, Deputy Prime Minister Tran Hong Ha chaired a direct and online meeting with 5 provinces/cities from Ha Tinh to Quang Ngai to direct the response to storm No. 12.
- The Ministries of Public Security, National Defense, Industry and Trade, Health, Education and Training, Foreign Affairs and the provinces and cities of Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Lam Dong issued telegrams and dispatches directing and implementing responses to storm No. 12 and floods.
- On October 21, 2025, the Ministry of Agriculture and Environment issued Official Dispatch No. 8140/CD-BNNMT on opening the bottom discharge gate of Tuyen Quang Hydropower Reservoir; Official Dispatch No. 8141/BNNMT-DD on ensuring downstream safety when operating Tuyen Quang Hydropower Reservoir.
- On October 20, 2025, the Ministry of Agriculture and Environment issued Document No. 8111/BNNMT-DD to the People's Committees of provinces and cities from Ha Tinh to Gia Lai on the implementation of work to ensure the safety of the dyke system to respond to storm No. 12 and floods.
- The Department of Dyke Management and Natural Disaster Prevention and Control organized a serious 24/24h duty, closely monitored the developments of storms and floods, coordinated with Zalo Vietnam to send 3.7 million text messages warning of heavy rain, floods, flash floods, and landslides to people in the provinces from Quang Tri, Hue, Da Nang, and Quang Ngai.
- The Border Guard from Ha Tinh - Quang Ngai sent 1,313 officers/34 vehicles and established 19 working groups to support localities in responding to storm No. 12 and floods.
- The Department of Irrigation Construction and Management sent 02 working groups to inspect and respond to storms in Nghe An, Ha Tinh, Da Nang and Quang Ngai provinces.
2. Locality
- Quang Tri province has prepared to reserve 2,745 kg of rice; 282 kg of salt; 79,200 boxes of instant noodles. 12,900 boxes of dry food, 21,000 boxes of drinking water, fuel (gasoline, diesel); arranged guards and barriers, warning signs at underground locations, flooded spillways, isolated areas, landslide risk points, dangerous areas.
- Hue city has prepared to reserve goods to serve natural disaster, flood and storm prevention in 2025, including: 20,000 kg of rice (4,000 bags); Instant noodles: 4,000 boxes; Dried food: 2,000 units; Bottled water (500 ml): 100,000 bottles; fuel (Gasoline, Diesel). Students are off school from the afternoon of October 22 to the end of October 23.
- Da Nang City has established 03 forward command posts in 3 areas; prepared 447 canoes, 31,071 life buoys, 48,176 life jackets for rescue when requested. 29 households in village 2, Tra Linh commune at high risk of landslides have been evacuated; 410 households/1,437 people in Hoi An Dong ward have been evacuated on the spot to a safe place. Students are off school on October 22 and 23.
