I. STORM EVOLUTION
- On September 2, a storm with the international name YAGI was active in the sea east of Luzon Island (Philippines). At 10:00, the center of the storm was at about 15.7 degrees North latitude; 122.7 degrees East longitude, in the sea east of Luzon Island (Philippines). The strongest wind near the center of the storm was 8 (62-74 km/h), gusting to level 11, moving in the North-Northwest direction, about 20 km/h.
- Storm No. 3 entered the East Sea on the morning of September 3, the storm moved quickly and increased its intensity to level 16 gusting to level 17 (RRTT level 4) at 10:00 on September 5, 2024, maintaining the level of a super typhoon for a very long time (30 hours); making landfall at noon on September 7 with a long stay (over 12 hours).
- The eye of the storm when making landfall in Quang Ninh - Hai Phong with the highest measured wind speed on land at Bai Chay (Quang Ninh) level 14, gust level 17; Co To island (Quang Ninh) level 13, gust level 16; Bach Long Vy island (Hai Phong) level 13, gust level 14; Ba Lat (Thai Binh) level 9, gust level 12; Hai Duong level 12, gust level 13; and Hanoi level 6, gust level 10; at the same time, the storm caused very heavy rain in the Northern region such as: Vang Danh (Quang Ninh) 346mm; Hon Dau (Hai Phong) 240mm; Phu Duc (Thai Binh) 432mm; Thuong Cat (Hanoi) 244mm; Ky Son (Hoa Binh) 379mm; Lao Cai (Lao Cai) 346mm; Pu Danh (Son La) 349mm. - On the morning of September 8, the tropical depression (weakened from storm No. 3) weakened into a low pressure area in the Northwest region. At 10:00, the low pressure area was located at about 21.4 degrees North latitude; 104.5 degrees East longitude. The strongest wind in the center of the low pressure area was below level 6 (below 39km/h).

II. COMMAND AND RESPONSE WORK
- The Prime Minister paid special attention and consecutively issued 03 urgent dispatches to direct ministries, branches and localities to urgently and focused on implementing measures to respond to the storm.
- On the afternoon of September 5, 2024, Deputy Prime Minister Tran Hong Ha held an online meeting with ministries, branches and 28 provinces and cities from the North to Ha Tinh.
- The Minister of Agriculture and Rural Development issued 02 dispatches and early directive documents from September 2 when the storm was still in the East of the Philippines. On the afternoon of September 4, Minister Le Minh Hoan held an online meeting with ministries and 11 provinces and cities.
- On September 6, before the storm made landfall, two working groups led by the Deputy Prime Minister and the Minister of Agriculture and Rural Development inspected and directed 4 coastal provinces from Quang Ninh to Thai Binh.
- Given the complicated developments of the storm, on September 7, the Prime Minister decided to establish a Forward Steering Committee in Hai Phong and assigned Deputy Prime Minister Tran Hong Ha to directly command; and the Minister of Agriculture and Rural Development continued to direct the response to the storm in Quang Ninh.
- On the morning of September 8, 2024, the Deputy Minister of Agriculture and Rural Development went to the scene, coordinating with Hoa Binh province to direct the work of overcoming landslides in Da Bac district.
- According to their functions and tasks, local ministries and branches have issued telegrams; Organize inspection and direction delegations at the grassroots and key locations.
