I. Storm evolution
- On the afternoon of September 16, the low pressure area in the sea east of Luzon Island (Philippines) strengthened into a tropical depression. At 1:00 p.m., the center of the tropical depression was at about 15.3 degrees North latitude; 123.7 degrees East longitude, in the sea east of Luzon Island (Philippines). The strongest wind near the center of the tropical depression was at level 6-7 (39-61 km/h), gusting to level 9. Moving in the North-Northwest direction at a speed of about 15 km/h.
- On the night of September 17, the tropical depression in the sea northwest of Luzon Island (Philippines) entered the East Sea. At 1:00 a.m. on September 18, the center of the tropical depression was at about 19.0 degrees North latitude; 119.8 degrees East longitude, in the northeastern sea of the North East Sea.
