I. Dvelopment
- On June 9, the low pressure trough with an axis at about 15-18 degrees North latitude connected to a low pressure area in the North East Sea. At 07:00 on June 9, it was located at about 17.0-18.0 degrees North latitude; 117.2-118.2 degrees East longitude.
- Early morning on June 10, the low pressure area in the North East Sea strengthened into a tropical depression.
- On the morning of June 11, the tropical depression in the area east of Hoang Sa archipelago strengthened into a storm, storm No. 01 in 2025, internationally named WUTIP.
- On the evening of June 14, after moving deep into the mainland in the southwestern area of ​​Guangdong province (China), storm No. 1 weakened into a tropical depression.
- At 22:00 on June 14, the center of the tropical depression was at about 22.7 degrees North latitude; 110.8 degrees East longitude. The strongest wind near the center of the tropical depression is level 7 (50-61km/h), gusting to level 9.

II. COMMAND AND RESPONSE WORK
- On June 10, 2025, the Prime Minister issued Official Dispatch No. 86/CD-TTg requesting ministries, branches and localities to proactively respond to tropical depressions that are likely to strengthen into storms and floods.
- The Ministry of Agriculture and Environment issued 03 official dispatches and directive documents as soon as the application area was formed (Official Dispatch No. 2969/CD-BNNMT dated June 10, 2025 and 02 documents No. 2909/BNNMT-DD dated June 9, 2025 and No. 2992/BNNMT-DD dated June 10, 2025); On June 11, 2025, Deputy Minister Nguyen Hoang Hiep chaired a meeting with a number of ministries, branches and 06 localities to develop solutions to quickly respond to storm No. 1 and floods.
- The Ministries of National Defense, Public Security, Construction, and Industry and Trade have issued telegrams and proactively developed responses to Storm No. 1 and floods; the Ministry of Foreign Affairs has issued a diplomatic note requesting China to facilitate Vietnamese fishermen and boats to avoid Storm No. 1. - The Department of Irrigation Construction and Management issued a telegram to ensure the safety of irrigation works and prevent flooding from heavy rain.
