Disaster Management Policy and Technology Center has functions which are supporting, implementation of State Management and specific Task in Natural Disaster Prevention, Mitigation and Climate Change Adaptation across the country. According to Decision No.346/QĐ-PCTT of Viet Nam Disaster Management Authority, Disaster Management Policy and Technology Center has main functions and responsibility as follow:
1. Formulate and implement strategies, programs, schemes, projects, long-term, medium-term and annual development plans as assigned by the General Director.
2. To perform the tasks in service of the management and administration of the General Department as assigned by the General Director:
a) Develop, manage and exploit information, data and statistics in service of natural disaster prevention and control, dyke management and response to climate change and sea level rise;
b) Implement a number of contents and tasks under the project "Enhancing community awareness and community-based disaster risk management": Guiding, conducting disaster risk assessment, proposing models effective models, solutions for disaster risk management and other related activities;
c) Formulating plans for natural disaster prevention and control; plans and scenarios for disaster risk response drills; plans to respond to strong storms and super storms; emergency response plans in case of floods exceeding the design frequency, incidents of dikes, dams or other urgent incidents; the process of operation and regulation of the reservoir; dike maps, inundation maps and other types of maps in service of natural disaster prevention and control and response to climate change and water surge;
d) Carry out monitoring, information and data collection, monitoring, basic investigation, assessment of the current situation in the field of natural disaster prevention, dyke and response to climate change and water surge;
dd) Planning to build; assess, assess the quality and safety of works for natural disaster prevention, dyke and response to climate change and water surge;
e) Carry out scientific projects; testing new models and materials, transferring new technologies and scientific and technical advances in the field of natural disaster prevention, dyke and response to climate change and water surge;
g) Application of information technology, remote sensing technology, simulation technology in the field of natural disaster prevention, dyke and response to climate change and water surge;
h) Organize training, training, professional retraining, communication and propaganda on prevention and control of natural disasters, dikes, response to climate change and water surge;
i) Cooperation and sharing of information and experiences in the field of natural disaster prevention and control, dikes and response to climate change and water surge.
3. Regarding policy and scientific research in natural disaster prevention and control:
a) Research, develop, evaluate, examine and critique strategies, mechanisms, policies, master plans, plans, schedules, schemes and projects in the field of natural disaster prevention and control, dikes and respond to climate change and water surge;
b) Analyze and assess the impact of policies in the field of natural disaster prevention and control, dykes and response to climate change and water surge;
c) Study and propose mechanisms and policies for forces engaged in natural disaster prevention and control;
d) Develop standards, regulations, processes, regulations, economic and technical norms, professional technical guidance documents in the field of natural disaster prevention and control, dikes and response to climate change , sea level rise;
dd) Research, test new models, materials, transfer new technologies and scientific and technical advances in the field of natural disaster prevention, dike and response to climate change and sea level rise. ;
e) Research and propose construction solutions in the field of natural disaster prevention, dyke and response to climate change and water surge;
g) Research, apply and develop monitoring equipment for data collection, monitoring, warning, response and remediation of consequences of natural disasters;
h) Cooperation and consultation on policy and science in the field of natural disaster prevention, dyke and response to climate change and water surge.
4. Regarding training and retraining in natural disaster prevention and control:
a) Formulate strategies, programs, plans, schemes and projects for professional training and retraining for the natural disaster prevention and control forces; dissemination of knowledge, communication to raise public awareness;
b) Analysis and assessment of capacity and needs for professional training and communication in the field of natural disaster prevention and control, dikes and response to climate change and water surge;
c) Develop programs and documents and organize training and retraining in disaster and dike prevention;
d) Develop programs, contents and organize events and activities of information and communication to raise awareness for social groups about natural disaster prevention, climate change and sea level rise;
dd) Producing materials, documents and publications on professional training and retraining and communication on natural disaster prevention and control.
5. Regarding information, data and statistics in the field of natural disaster prevention and control:
a) Research, develop standards, regulations, technical processes, economic - technical norms in the construction of information systems, databases for disaster prevention, dykes and climate change; rising water;
b) Investigate, survey, collect, manage and exploit information and data on prevention of natural disasters, dykes and climate change, water surge;
c) Verification of projects, technical design dossiers, cost estimates of information technology programs, schemes and projects in the field of natural disaster prevention and control and dikes;
d) Formulating projects, design documents, cost estimates and implementing the construction of information systems, databases, and software in natural disaster prevention and control, and dikes;
dd) Training and coaching in the management and use of information systems, databases, software and specialized equipment for disaster prevention and control;
e) Provide services of monitoring, monitoring, warning of natural disasters, management of data on natural disaster prevention and control.
6. Regarding the application of remote sensing technology and disaster simulation:
a) Research and apply remote sensing technology, simulation models of various types of natural disasters, virtual reality movie theater in the prevention of natural disasters, dikes and climate change, sea level rise;
b) Application of remote sensing technology in mapping; investigation and assessment of the current situation; monitor, evaluate changes and forecast shoreline trends;
c) Building and managing remote sensing database, remote sensing products in the field of natural disaster prevention, dyke and climate change, sea level rise;
d) Construction, management and operation consultancy; training organizations. training, transferring the application of remote sensing technology, technology to simulate different types of natural disasters to serve to improve the capacity of organizations, measure disaster prevention and awareness for the community.
7. Regarding construction investment consulting:
a) Formulate investment projects, design construction works: dykes, embankments, sluices, works to protect river cows, regulate rivers, and drain floods; works to protect estuaries, rivers and islands; flood diversion and flood regulation works; anchorage areas to avoid storms for boats and houses in combination with people's evacuation; disaster warning works; natural disaster prevention and control works, dykes and works, technical infrastructure related to dykes, natural disaster prevention and control (bridges, ports, roads,...);
b) Investigate and critique scientific and technical topics, projects, design documents, construction cost estimates in the field of natural disaster prevention and control, dykes and response to climate change and water level rise ;
c) Planning for prevention of natural disasters, floods, dykes, riverside and coastal landslides, works for natural disaster prevention and response to climate change and water surge;
d) Project management, bidding, construction supervision in the field of natural disaster prevention, dyke and response to climate change and water surge;
dd) Environmental impact assessment of projects on natural disaster prevention and control, dikes, technical infrastructure and related fields;
e) Surveying, investigating and collecting data on topography, geology, hydrology, hydrography, surveying and cartography in service of natural disaster prevention and control, dykes, response to climate change, water surge and advice. construction investment consulting, planning.
8. Material testing and construction inspection:
a) Testing of building materials; materials for the manufacture of tools, instruments and equipment for natural disaster prevention;
b) Geotechnical testing; certification of standard meeting and regulation meeting of goods and building materials;
c) Inspect, assess and evaluate the quality and safety of the works and the causes of the work incidents according to the State's regulations for works on natural disaster prevention and control and other related fields;
d) Testing and evaluating products of research projects, applying science and technology in the field of natural disaster prevention and control;
dd) Judicial expertise in service of inspection and examination at the request or appointment of competent state management agencies.
9. Support in performing the tasks of the Standing Office of the Central Steering Committee for Natural Disaster Prevention and Control and the Standing Office of the Commanding Committee for Natural Disaster Prevention and Control and Search and Rescue of the Ministry of Agriculture and Rural Development (MARD) in Hanoi, the Central region, the Central Highlands and the South) as assigned by the Director General.
10. Implement administrative reform according to the administrative reform program and plan of the General Department.
11. Manage assigned finances, assets and other resources; implement accounting and financial regimes in accordance with law.
12. Manage the organizational apparatus, officials and employees according to the provisions of law and decentralization of the General Department. Implement regimes, policies, emulation, commendation, discipline, professional training and retraining for officials and employees under the management of the Center according to regulations.
13. Perform other tasks assigned by the General Director.
