I. STORM EVOLUTION
- On September 16, a tropical depression was active in the sea east of Lu Dong Island (Philippines).
- Early in the morning of September 19, the tropical depression in the northeastern area of ​​Hoang Sa archipelago strengthened into a storm, storm number 04 in 2024. T
- On the afternoon of September 19, after entering the mainland of Quang Binh-Quang Tri, storm number 4 weakened into a tropical depression. At 4:00 p.m., the center of the tropical depression was at about 16.9 degrees North latitude; 106.7 degrees East longitude, on the mainland of Quang Binh-Quang Tri provinces. The strongest wind near the center of the tropical depression was level 6 (39-49km/h), gusting to level 8 (62-74km/h); moving in the West-Southwest direction at a speed of 15-20km/h.
- On the evening of September 19, the tropical depression (weakened from storm No. 4) weakened into a low pressure area over Central Laos. At 7:00 p.m., the center of the low pressure area was at about 16.9 degrees North latitude; 106.2 degrees East longitude. The strongest wind in the center of the low pressure area decreased to below level 6 (below 39 km/h).

II. DIRECTION AND RESPONSE
- The Prime Minister issued dispatch No. 98/CD-TTg dated September 18, 2024 and dispatch No. 97/CD-TTg dated September 17, 2024 on responding to tropical depressions that are likely to strengthen into storms.
- On September 18, 2024, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep chaired a meeting with ministries, sectors and provinces and cities from Ninh Binh to Binh Dinh on responding to the tropical depression that is likely to strengthen into a storm.
- The Ministry of Agriculture and Rural Development issued telegram No. 6851/CD-BNN-DD dated September 16, 2024 to coastal provinces and cities from Quang Ninh to Binh Thuan on responding to the tropical depression near the East Sea.
