I. Evolution of the storm
- On the night of July 13, a low pressure area in the eastern seaboard of the central Philippines strengthened into a tropical depression. At 7:00 am on July 14, the center of the tropical depression was at about 17.6 degrees North latitude; 122.5 degrees East longitude, on the east coast of Lu-Dong island (Philippines). The strongest wind in the area near the center of the tropical depression is strong at level 6 (39-49km/h), level 8 shock.
- On the afternoon of July 14, a tropical depression passed north of Lu-Dong island (Philippines) and entered the East Sea. At 4 p.m., the location of the tropical depression's center was at about 18.2 degrees north latitude; 119.8 degrees East longitude, on the eastern seaboard of the North East Sea. - On the afternoon of July 15, a tropical depression over the eastern seaboard of the North East Sea strengthened into a storm, the number one storm in 2023, with the international name TALIM. At 13 o'clock, the location of the storm's center was at about 18.0 degrees North latitude; 118.1 degrees East longitude, about 880km southeast of Leizhou peninsula (China). The strongest wind in the area near the center of the storm is strong at level 8 (62-74km/h), level 10.
- Due to the influence of the circulation of typhoon No. 1 on Bach Long Vi island (Hai Phong) with strong winds of level 7, level 10, Cua Ong, Mong Cai, Dam Ha (Quang Ninh) with strong gusts of level 6, Co To (Quang Ninh) has strong gusts of level 7, Phu Lien (Hai Phong) has strong gusts of level 6.
- At 7:00 a.m. on July 18, the location of the storm's center was at about 21.6 degrees north latitude; 108.9 degrees East longitude, in the southern region of Guangxi province (China), about 100km east of Mong Cai (Quang Ninh). II. RESPONSIBILITIES
1. Central

- The Prime Minister issued Official Letter No. 646/CD-TTg dated July 16, 2023 directing ministries, branches and localities to focus on responding to storms.
- The National Steering Committee for Disaster Prevention has issued 02 public notices (No. 05/CD-QG on July 15, 2023; No. 04/CD-QG on July 14, 2023) directing provinces, cities and other Ministries and sectors respond to storms.
- The Standing Office of the National Steering Committee on Disaster Prevention issued Document No. 262/VPTT on July 13; Dispatch No. 03/CD-VPTT dated July 14 sent to coastal provinces from Quang Ninh to Phu Yen requesting to proactively respond to tropical depression near the East Sea.
- The Ministries: Public Security, Transport, Industry and Trade, Office of the National Committee on Economic Prevention and Control, have sent a telegram to direct the units to be ready for force and means to promptly handle the situation; The Border Guard Command organizes a tally and calls for ships operating in the storm-affected area.
- The Ministry of Agriculture and Rural Development has issued documents directing and urging localities to urgently complete dike works under construction. The Department of Dike Management and Disaster Prevention has issued a document directing the Departments of Agriculture and Rural Development to respond to storms to ensure the safety of the dyke system.
- The Department of Irrigation, the Department of Inland Waterways of Vietnam has issued a Official Letter to send to localities and related units to actively respond to storms.
- The National Center for Hydrometeorological Forecasting regularly updates and provides storm forecast bulletins for response guidance.
2. Local
- Coastal provinces and cities from Quang Ninh to Phu Yen and a number of mountainous provinces: Ha Giang, Son La, Tuyen Quang, Hoa Binh, Bac Kan, Thai Nguyen, Lang Son, Bac Giang, Hai Duong have there is a dispatch, documents directing departments, branches and localities to implement measures to respond to storms.
- Organize the tally, notify, guide and call for boats to move around, get out of dangerous areas or go to shelters.

- Localities have reviewed plans to evacuate people in dangerous areas and on cages and huts for aquaculture; In which, the coastal provinces from Quang Ninh - Ninh Binh are expected to evacuate about 29,887 people (Quang Ninh 700, Hai Phong 8,691, Thai Binh 19,021; Nam Dinh 1,128; Ninh Binh 347).
- Localities organize on duty, closely monitor the evolution of storms to proactively implement response measures.
III. SITUATION OF VEHICLES, AGRICULTURE AND TOURISM ON THE ISLAND
1. About ships, boats
a) Fishing vessel: According to the report of the Border Guard Command as of 6:00 am on July 17, it has informed, counted and instructed 52,188 ships/226,183 people to know the developments and direction of the storm to take the initiative to take the initiative. move around. There are currently no ships operating in the danger zone. However, attention should be paid to small boats and cruise ships going back during the day.
b) Transport ships: According to the report of the Ministry of Transport, the area from Quang Ninh to Nghe An has 553 ships and inland waterway means in operation; vehicles have received information about storm No. 01. However, attention should be paid to the anchorage of cargo ships at ports and estuary areas.
2. About aquaculture
The coastal provinces from Quang Ninh to Nghe An have a total aquaculture area of 119,803ha, 3,806 watch huts, 20,189 cages/rafts; localities have informed people about storms to proactively implement safety measures.
3. Tourism situation on the islands
As of 6pm on July 16, in Quang Ninh and Hai Phong, there were a total of 17,414 tourists staying on the island routes (Quang Ninh 4,096 people, Hai Phong 13,318 people). IV. RESERVER SITUATION
1. Hydroelectric lake in the North region
The water level of the reservoirs of Son La, Hoa Binh, Thac Ba, Tuyen Quang is lower than the allowable water level (As of 5:00 a.m. on July 17: Son La: 4.2m lower; Hoa Binh lower than 9.41m; Tuyen Quang province). Quang is 5.2m lower; Thac Ba is 7.35m lower).
2. Irrigation lake in the North region
- There are a total of 2,543 lakes; on average, from 32% to 80% of the design capacity, some provinces have high reservoirs such as: Thai Nguyen 80%, Phu Tho 79%, Ninh Binh 89%.

V. Dykes
- The dyke system in the North and Thanh Hoa, Nghe An has a total length of 6,692km of dykes (411km of sea dykes, 463km of estuary dykes, 4,869km of river dykes); in there:
- There are 289 key points and important locations (river dikes 263, sea dykes, estuary dykes 26).
- There are 08 works in progress and 04 dyke locations where incidents have occurred but have not been thoroughly handled, needing attention to deploy protection plans, specifically:
+ Construction in progress: construction of Hong right dike from Thang Loi hotel to Nhat Tan bridge; dealing with the subsidence of Hong left dike, Me Linh district; Bo Dau sluice at K101+030 right dyke Hong (Hanoi); Con Thoi sluice on Binh Minh II dike; reinforcing 50m long section of Binh Minh IV sea dike (Ninh Binh); Ha Hai sluice at K19+620 left dyke Len; project to upgrade Nga Son sea dike (Thanh Hoa); upgrading the dyke of the left Thai river mouth (Nghe An).
+ Dike incidents: cracking of the dike roof on the field side at Cam Ha sluice and erosion of the dyke on the river side at K25+850 dyke right Cau, Hanoi city; subsidence, cracking of Thuong right dyke section K43+100-K43+400, Bac Giang province; subsidence, collapse of left dyke roof Code section K49+950-K50+950, Thanh Hoa province (currently handled in the first hour).

VI. SITUATION OF AGRICULTURE PRODUCTION
- Summer-autumn crop: Currently, there are 173,000 ha of summer-autumn rice in the tillering stage, concentrated in the North Central provinces.
- Seasonal crop: 970 thousand ha/1,008 thousand ha were planted, reaching 96.2% (Northern midland and mountainous area 380 thousand ha/406 thousand ha, reaching 93.4%; Red River Delta 450 thousand ha/ 462 thousand hectares, reaching 97.4%; the North Central Coast has finished planting 140 thousand hectares).

VII. The following works
Storm No. 1 has a strong intensity, forecasting very heavy rain after a long storm. In order to proactively respond to and minimize damage, ministries, sectors and localities need to strictly implement the Official Dispatch of the Prime Minister and the Officials of the National Steering Committee for Natural Disaster Prevention and Control with the following key contents: as follows:
1. On the sea route:
- Continue to count ships, instruct and call for means and vessels (including fishing boats, transport ships, cruise ships) still operating at sea to not enter or exit dangerous areas. or to a safe haven.
- Inspect and guide the arrangement and mooring of ships and take measures to ensure safety for boats at the anchorage.
- Based on the evolution of the storm and the actual situation in the locality to actively ban the sea for fishing vessels, transport ships and tourist ships.
- Reinforcing and moving aquaculture cages at sea and inshore; resolutely evacuate people in cages and huts for aquaculture before the storm directly affects them.
- Review and take measures to ensure safety for tourists staying on the islands, notify and propagate to prevent curious tourists from going to the coast to catch storms to avoid unfortunate accidents.
2. For delta and coastal areas:
- Review and proactively evacuate people from unsafe houses, low-lying areas at risk of deep flooding in estuaries and coastal areas.
- Implement measures to ensure the safety of the dyke system against the impact of high tides, large waves due to storms and floods after storms, especially in critical locations or where incidents have occurred but have not been handled yet. , repair or under construction.
- Organize tree pruning; bracing, reinforcing houses, advertising signs, public works, industrial parks, factories, warehouses, high tower projects, power grid systems to ensure safety and limit damage.
- Be ready to implement measures to protect agricultural production and prevent flooding in urban areas and industrial zones, especially in provinces and cities that often flood when there is heavy rain. such as: Hanoi, Vinh Phuc, Bac Ninh, Quang Ninh, Hai Phong, ...
- Control the movement, organize the channeling, guide the traffic, restrict people from going out during the storm to avoid the unfortunate loss of life due to fallen trees, billboards, flying corrugated iron roofs, etc. ...
3. For mountainous areas:
- Inspect, review, proactively relocate and evacuate people in deeply flooded, divided areas, at risk of flash floods and landslides; prepare forces, means, equipment and necessities according to the motto "four on the spot" to be proactive and ready to respond to situations of flash floods, landslides, and division.
- Check, review and implement the plan to ensure the safety of mines and mining areas, to prevent incidents that cause human damage when there is heavy rain, especially in Quang Ninh province.
- Inspect, review and proactively take measures to ensure the safety of reservoirs and downstream, especially small hydropower reservoirs and critical irrigation reservoirs; arrange standing forces to be ready to operate, regulate and handle situations.
- Control, guide and separate traffic flows, especially through underground passages, spillways, deep flooded areas, fast flowing water; proactively arrange forces, materials and vehicles to overcome incidents, ensure smooth traffic on the main traffic axes.
- Prepare forces and means to promptly rescue, rescue and quickly overcome the consequences of storms and floods.
4. Ministries and branches, according to their assigned state management functions, actively direct and coordinate with relevant ministries, agencies and localities to effectively implement the response to storms, floods and storms.
5. The Vietnam Television Station, the Voice of Vietnam Radio, the Vietnam News Agency and other news agencies and press agencies have increased the duration and timely reporting on the developments of storms, rains and floods and the direction of the project. respond so that people know, proactively prevent and avoid.
