I. Evolution of the storm
- On August 29, a very strong storm with the international name SAOLA is active in the northeastern sea of Lu-Dong Island (Philippines). At 07:00, the storm's center was at about 18.5 degrees North latitude; 123.5 degrees East Longitude, in the northeast sea of Lu-Dong Island (Philippines). The strongest wind near the center of the storm is level 14 (150-166km/h), gusting to level 17, moving in the North Northwest direction, about 5 km/h.
- On the afternoon of August 30, storm SAOLA entered the northeast sea of the North East Sea, becoming storm number 3 in 2023. At 4:00 p.m., the storm's center was at about 20.5 degrees North latitude. ; 119.8 degrees East Longitude, in the northeast sea of the North East Sea region. The strongest wind near the center of the storm is level 15-16 (167-201km/h), gusting above level 17, moving in the West-Northwest direction, speed about 15km/h.
- At 7:00 p.m. on September 1, the storm's center was at about 22.0 degrees North latitude; 114.5 degrees East Longitude, in the waters south of Hong Kong (China). The strongest wind near the center of the storm is level 14-15 (150-183km/h), gusting above level 17, moving in the west, speed about 15 km/h.
- At 01:00 on September 2, the storm's center was at about 21.9 degrees North latitude; 113.5 degrees East Longitude, in the waters south of Macau (China). The strongest wind near the center of the storm is level 14 (150-166km/h), gusting to level 17, moving west, speed about 15 km/h.
- At 4:00 a.m. on September 2, the storm's center was at about 21.8 degrees North latitude; 113.1 degrees East Longitude, in the southwest sea of Guangdong province (China). The strongest wind near the center of the storm is level 12-13 (118-149km/h), with gusts of level 15, moving in the West-Southwest direction, with a speed of about 15 km/h.
- On the night of September 2, after moving into the southwestern coastal region of Guangdong province (China), storm No. 3 weakened into a tropical depression. At 1 o'clock on September 3, the location of the center of the tropical depression was at about 21.4 degrees North latitude; 110.3 degrees East longitude, on the east coast of Leizhou peninsula (China). The strongest wind near the center of the tropical depression is strong at level 6-7 (39-61km/h), with gusts at level 9, moving in the West-Southwest direction, at a speed of about 10km/h.
- At 7:00 a.m. on September 3, the location of the tropical depression's center was at about 21.1 degrees North latitude; 109.8 degrees East longitude, on the west coast of Leizhou peninsula (China). The strongest wind near the center of the tropical depression is strong at level 6 (39-49km/h), with gusts at level 8, moving in the West-Southwest direction, at a speed of about 10km/h.
- On the afternoon of September 3, the tropical depression (weakened from storm No. 3) weakened into a low pressure area on the western coast of Leizhou peninsula (China). At 13 o'clock, the position of the low pressure area is about 20.9 degrees North latitude; 109.6 degrees East Longitude. The strongest wind is in the center of the low pressure area below level 6 (under 39km/h).
II. RESPONSIBILITIES
1. Central
- On August 29, 2023, the Standing Office of the National Disaster Prevention and Control Steering Committee issued Official Telegram No. 09/CD-QG at 10:30 a.m. to the Steering Committees for Natural Disaster Prevention and Control in the provinces from Quang Ninh to Ha Tinh and other ministries and branches about being proactive. Responding to storm SAOLA.
- On August 29, 2023, the Office of the National Committee for Public Security and Construction issued Official Telegram No. 26/TK, and the Ministry of Public Security issued Official Telegram No. 05/CD-V01 on proactively responding to the developments of Storm SAOLA.
- On August 31, 2023, the National Steering Committee for Disaster Prevention and Control issued Official Dispatch No. 10/CD-QG to the Steering Committees for Disaster Prevention and Control of coastal provinces and cities from Quang Ninh to Quang Ngai and ministries, industry on proactively responding to storm No. 3 (SAOLA).
2. Locality
- Coastal provinces from Quang Ninh to Quang Ngai have proactively deployed measures to respond to storm No. 3 according to Official Dispatch No. 10/CD-QG dated August 31, 2023, including 12/14 provinces and cities. The City issued documents directing departments, branches and localities.
