I. EVOLUTION OF THE STORM
- On October 3, a very strong storm with the international name KOINU is active in the northeastern sea of Lu-Dong Island (Philippines).
- At 07:00 on October 3, the storm's center was at about 20.5 degrees North latitude; 125.0 degrees East Longitude, in the northeast sea of Lu-Dong Island (Philippines). The strongest wind near the center of the storm is level 15 (167-183km/h), gusting above level 17, moving in the Northwest direction, about 10km/h.
- On the afternoon of October 5, storm KOINU entered the northeast sea of the North East Sea region, becoming storm number 04 in 2023.
- On the evening of October 9, Storm No. 04 weakened into a tropical depression.
- Early this morning (October 10), the tropical depression (weakened from storm No. 4) weakened into a low pressure area over Hainan Island (China).
- At 07:00, the low pressure area was at about 20.0 degrees North latitude; 110.8 degrees East Longitude. The strongest wind in the center of the low pressure area is below level 6 (below 39km/h).
- It is forecast that in the next 12 hours, the low pressure area will continue to move mainly in the southwest direction, weaken and gradually dissipate.

II. DIRECTION AND RESPONSE 
1. Central
- The Standing Office of the National Steering Committee for Disaster Prevention and Control issued document No. 368/VPTT dated October 3, 2023 to the Steering Committees for Disaster Prevention and Control of coastal provinces and cities from Quang Ninh to Khanh Hoa and the Ministry of Transport. requested to proactively respond to typhoon KOINU in the northeastern sea of the Philippines.
- On October 5, 2023, the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control - National Committee for Incident and Disaster Response and Search and Rescue issued Official Telegram No. 12/CD-QG returning 18:00 sent the Steering Committee for Disaster Prevention and Control of coastal provinces and cities from Quang Ninh to Khanh Hoa about proactively responding to storm No. 4.
2. Locality
- Provinces/cities: Ninh Binh, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Da Nang, Quang Nam, Quang Ngai Binh Dinh, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa have issued documents and notified localities about proactively responding to storm KOINU in the northeastern sea of the Philippines.
- Coastal provinces and cities from Quang Ninh to Khanh Hoa have proactively deployed measures to respond to storm No. 4 according to Official Dispatch No. 12/CD-QG dated October 5, 2023, of which provinces/cities Thai Binh, Nam Dinh, Thanh Hoa, Nghe An, and Da Nang have issued documents directing departments, branches, and localities.
