The slide belongs to the positive slope adjacent to National Highway 4H, the length of the crack is about 350 m, the subsidence depth is from 0.5 - 1.0 m, the height of the crack from the surface of National Highway 4H is about 200 m, a large amount of mud and soil flows through small crevices from the slide area to the national highway, causing local traffic congestion, affecting 29 households, 151 people in Huoi Lap village whose houses are along the national highway below the slide. After discovering the large slide in Huoi Lap village, the authorities of Quang Lam commune and Muong Nhe district mobilized people to move to temporary housing.

On sunny days, people still live in houses under the landslide, on rainy days, people move to the houses of relatives in safe places. At the same time, households with houses under the landslide are building temporary houses together on a high hill, about 2 km from their old homes.
Each household's temporary houses were built with the help and solidarity of the villagers. Those who have strength contribute strength, those who have wood contribute wood, they together build small houses in the middle of the empty hill. These are temporary houses built hastily while waiting for the resettlement plan from the local government. Living conditions in temporary houses are difficult to ensure when there is a lack of electricity, water and basic services, people's lives face many difficulties. People have to worry about their safety while facing daily material shortages.

Therefore, people hope that the local government will soon arrange resettlement for people to stabilize their lives. According to Mr. Vang Van Hung, Vice Chairman of the People's Committee of Quang Lam commune, to proactively take all measures to ensure the safety of the people of Huoi Lap village, the commune has established a working group to regularly check the daily movements of the landslide to promptly notify and evacuate people when necessary. The local government regularly comes to encourage and support people to build temporary houses to help them avoid disasters before arranging new permanent housing..
Waiting for resettlement arrangement
According to the People's Committee of Muong Nhe district, after discovering the landslide, the district issued a document requesting the Provincial People's Committee and the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue to establish an interdisciplinary inspection team to promptly inspect, evaluate and propose solutions to ensure the safety of people and infrastructure in the high-risk landslide area in Huoi Lap village, Quang Lam commune. At the same time, it requested the Provincial People's Committee and the Department of Finance to consider allocating funds to resettle households in the affected area.
Mr. Ta Van Son, Chairman of the People's Committee of Muong Nhe district, said that Huoi Lap village currently has 65 households with more than 350 Mong people living there. Currently, 29 households in the affected area of the landslide in Huoi Lap are all poor households, and life is already very difficult. Since the landslide appeared, the local government has provided initial support for people to move to a safe place. In particular, the district has allocated a reserve fund to support food for households at risk of hunger while resettlement sites have not been arranged.
In the long term, resettlement arrangements for 29 households require a huge amount of money while local resources are limited. Therefore, the district has made many recommendations to the province to propose the Government and central ministries and branches to speed up the implementation of the resettlement project to help people stabilize their lives.

Through the inspection, the Provincial People's Committee directed the District People's Committee to preside over and coordinate with relevant departments, branches, agencies and units to review and determine locations that ensure safety and long-term stability to arrange and stabilize the lives of affected households.
The project to stabilize residents in the disaster area of Huoi Lap village, Quang Lam commune, Muong Nhe district has been included by the People's Committee of Dien Bien province in 19 urgent and urgent projects to stabilize residents in disaster areas of the locality, requesting the Ministry of Agriculture and Rural Development to allocate funds for implementation.
The objective of the project is to arrange and stabilize concentrated residents to new locations for 29 households and 151 people in Huoi Lap village, Quang Lam commune. In particular, the arrangement and settlement ensures that people moving to a new location have a stable life, develop production, eliminate hunger and reduce poverty, and have essential infrastructure to improve their lives; ensure that 100% of households in the village have access to domestic water, electricity and other public welfare works. The total estimated investment of the project is 40 billion VND.
