The embankment of Bau Boi river bank to protect Ha Loc village has been swept away by flood for nearly 4 years, but has not been overcome.
This village was established in 1978. At that time, implementing the policy of the Party and the State to build a new economic zone, people from different localities came to Ha Loc lowland area to live and establish with main profession is seafaring and aquaculture.
Right in front of the village of Ha Loc, there is the Bau Bai River flowing through, the local people call it Khe Bau Boi. Before 2000, the bank of Bau Boc river on the side of Ha Loc village was seriously eroded. By 2000, the State has prioritized the allocation of investment capital for the solid construction of an embankment line with a length of 750m along the bank of Bau Bu River to protect Ha Loc village. However, in the rainy season at the end of 2016, this dike was swept away by floods on the Bau Bu River about 200m; the rest was slipped and damaged.
Notably, 200m of embankment on the bank of Bau Bu River was swept away by floods in the middle of Ha Loc village. Therefore, every time the water of the Bau Bu River rises or there is a flood, the water flows rapidly towards Ha Loc village. Nearly 4 years since the embankment of the embankment on the Bau Bu River was broken, the people of Ha Loc village have lived in a rough situation. Because they moved out of the village to ensure safety, they lose their livelihoods, and the marine profession has been with them for more than 40 years. The rest, their properties and lives were threatened by the stormy season, the fierce flood from Bau Bu River flowed straight into their houses.
Mr. Le Van Chien, 59 years old, has lived in Ha Loc village since the village was founded. Mr. Chien said that in the past, on the bank of Bau Boc river on the side of Ha Loc village, the embankment line blocked the fast flow into the village. After the dyke was swept away by flood water, the flood on the Bau Bu River flows straight into the houses of the villagers. Seafarers are familiar with rivers, and when they see floods, everyone is afraid. Over the past years, many floods rise to 1.5m, fast flowing, have washed away many properties and houses of households.
If the river bank of Bau Boi on the side of Ha Loc village is eroded, the riverbank on the opposite side is more and more filling. Accordingly, the bank of Bau Boi river on the mud side has encroached on the river bed. Currently, the riverbed of Bau Boi, running through Ha Loc village, appears white sand bars protruding from the water surface. In the past, when the Bau Bu River was not filled with sedimentation, the villagers of Ha Loc village often took fishing boats in and out to go to the sea or shelter during storms. In recent years, the riverbed of Bau Boc has been filled up, causing fishermen in Ha Loc village to have no room to move boats.
Therefore, the seafaring profession in Ha Loc village met many difficulties. Many fishermen in the village have to sell fishing boats and work as hired labor for boat owners in other localities. Meanwhile, the aquaculture lakes along the banks of the Bau Bu River, which once brought a prosperous life for the people of Ha Loc village, are now abandoned. The embankment line protecting the Bau Bai riverbank was swept away by the floods, causing the embankments of the aquaculture lakes to burst when floods came back. Saline intrusion in the dry season is more serious, so ponds and lakes cannot stock any animals.
Mr. Vo Van Dung, Head of An Ha village, Trieu Phuoc commune, said: Ha Loc village has 94 households with 70 houses. During the rainy season, floods on the Bau Bu River rise, and the water resources from neighboring communes such as Trieu Trach, Trieu Son and Trieu Van pour in very strongly. The flood flow caused landslides near people's houses, landslides on the concrete roads running along the village, directly affecting people's lives and activities. If there are long-term heavy rains and floods, the risk of Ha Loc village being swept away by the flood stream is very great. The villagers of Ha Loc village very much want the State to soon invest and rebuild the embankment line on the bank of Bau Bu River, ensuring their life is safe.
According to the Chairman of the People's Committee of Trieu Phuoc commune Nguyen Van Vui, the local government had actually checked the embankment of the Bau Bu river bank that was swept away by the floods. Thereby, it shows that the repair of embankments on the Bau Bai river bank is very urgent. However, the commune's resources cannot be met, because billions of dong are needed. The commune has proposed to the higher level to pay attention, consider and soon arrange capital sources to repair the damaged embankment of Bau Bu river bank.
Vice Chairman of People's Committee of Trieu Phong district Phan Quang Giai said that if the embankment on the bank of Bau Bu River cannot be overcome in time, floods will cause deep landslides in Ha Loc village. The functional forces of the district and the irrigation sector of the province have surveyed and set up a project to overcome but have not yet funded. The locality is waiting for the capital support from the central government to overcome the embankment of the Bau Bu river bank, ensuring safety for the people of Ha Loc village.
