It is forecasted that after the storm, many areas will have heavy to very heavy rain. However, localities have proactively developed plans to protect people's lives and property.
Support for evacuation, ensure safety
In Ninh Binh, as of 1:00 p.m. on July 22, the whole province had organized the evacuation of 3,510 people to safe storm shelters. The authorities also called on all 1,861 ships/5,724 workers in the province and 145 vehicles from other provinces/1,023 crew members to anchor safely at Ninh Co estuary.
In the residential area of Ngoc Nuoc village, Kim Tan commune, Thanh Hoa province, due to increased landslides, the local authorities supported the evacuation of 12 households and 64 people to safety. In the highland border area, the Pu Nhi Border Guard Station coordinated with the Party Committee, the government, the Muong Ly Commune Police, and the Un Village Management Board to propagate and mobilize 57 households and 317 people in the village to move to schools and provide necessities for people to avoid storms and floods.
In Trung Thanh Commune, the government and functional forces organized the evacuation of 200 households and nearly 900 people living in areas at high risk of landslides in 13 villages to safe places.
Secretary of the Trung Ly Commune Party Committee Ha Van Ca said: The Border Guard and the grassroots political system supported the evacuation of 19 households in Tung Village living in areas at high risk of natural disasters to safe places. However, there are currently 15 households with 70 people in Thanh Loi Village, Tan Thanh Commune temporarily isolated due to rising water, flooding more than 1m of the Cua Du Bridge spillway; 14 households, 56 people in Thanh Tien village, Luan Thanh commune; 85 households, 367 people in Thuy Son village, Son Thuy commune were isolated due to rising river and stream water; 62 households in low-lying communes were flooded. Irrigation construction companies are operating 49 pumping stations, 199 pumps to prevent flooding in residential areas, roads, and production facilities.
As of 2:00 p.m. on July 22, in Nghe An province, storms and rains injured one person; 150 houses were affected to varying degrees; more than 24 hectares of crops and perennial trees were damaged; more than 130 hectares of forest were broken. The road from Na Loi commune to the People's Committee of Keng Du commune was eroded by about 200m3 of soil and rock, causing traffic jams. To ensure the safety of the people, the province has evacuated 70 households with 261 people in Nhon Mai, Huu Kiem and Tam Thai communes to safe places.
According to preliminary reports from communes and wards, as of 5 p.m. on July 22, Hung Yen province had about 26,000 hectares of rice flooded, about 15 hectares of bananas completely collapsed. Some embankments in river mouths, coastal areas, low-lying areas of the Red River, Tra Ly River and alluvial plains along the river were overflowed. Director of the Department of Agriculture and Environment of Hung Yen province Nguyen Duc Kien said that the department will assign leaders and technical staff to support localities in restoring agricultural production.
At Thai Binh Maternity Hospital, the outdoor roof collapsed completely, fortunately there were no casualties.
In Bac Ninh province, storm No. 3 slightly injured a child in Tam Tien commune when the corrugated iron roof was blown away by the tornado. The storm blew off the roofs of 38 houses. 54 households from communes at risk of flooding were safely evacuated. Heavy rains caused 172 hectares of rice to be partially flooded; 35.1 hectares of forestry trees to fall and break; 8,000 square meters of net houses of Yen Dung Clean Vegetable Cooperative were damaged... The authorities are actively supporting people to overcome the consequences and stabilize their lives.
Protecting works, production seasons and people's health
Inspecting some embankment points to prevent landslides on the left dike of Chu River through Thieu Hoa commune; Regarding Ngoc Quang culvert in Xuan Lap commune and Cua Dat lake in Thuong Xuan commune, Thanh Hoa province, Deputy Prime Minister Tran Hong Ha emphasized: The province needs to continue to proactively lead and direct local Party committees, authorities and people to strictly implement measures to prevent and respond to storms and floods according to the "4 on-site" motto, absolutely not being subjective or negligent. Functional forces must regularly monitor and update the situation to proactively evacuate people to safe areas.
At the same time, the Deputy Prime Minister requested the province to proactively review and identify weak dike and dam points to have plans to protect and ensure the safety of people's lives and property and the State.
Storm No. 3 also caused heavy to very heavy rain in many areas in Ninh Binh province. Low-lying areas along the Hoang Long, Day, Hong, Ninh Co rivers and many communes such as Nho Quan, Kim Son, Yen Khanh, Phong Doanh, Hai Thinh, etc. were identified as having a high risk of flooding. To protect more than 74,000 hectares of newly planted rice, of which nearly 65,500 hectares were flooded, localities have operated 345 pumps at 110 pumping stations; opened 116 sluices under the dike and 19 sluices in the lake.
According to Mr. Tran Dang Son, Director of Ninh Binh Electricity Company, many days ago, the company mobilized forces to be on duty, arranged spare materials and equipment, inspected the power grid system in key areas; established a 114-person shock team ready to handle incidents beyond the capacity of grassroots units.
In addition to agricultural production, storms also greatly affected the dike system. At Nam Quan Lieu dike (Nghia Son commune, Ninh Binh province), a section of K1+850 that had collapsed was promptly handled. In Nam Hoa Lu ward, a landslide occurred in the Vai Gioi mountain area, the route to Thung Nham Eco-tourism Area, and warning signs have been posted.
In Thanh Hoa province, as of 4 p.m. on July 22, storm No. 3 had caused landslides of more than 20,000 cubic meters of soil and rock on National Highway 15C and National Highway 16, flooding 14 locations on provincial roads; 8,000 hectares of rice were flooded, 7 hectares of aquaculture were flooded, nearly 137 hectares of crops were flooded, 7 cattle and more than 3,000 poultry were swept away by water...
According to Mr. Bui Van Thang, Director of the Department of Agriculture and Environment, Deputy Head of the Civil Defense Command of Hai Phong City, up to now, the city has not recorded any major incidents on the dike and irrigation systems. The whole city has about 9,900 aquaculture cages and seven rafts for raising mollusks at sea; damage has not yet been calculated. Localities are implementing solutions to protect newly planted rice areas, proactively draining buffer water, and preventing flooding.
Due to the impact of storm Wipha, Pa Thom suspension bridge (Dien Bien) suddenly collapsed, causing 3 people to fall into the river and suffer serious injuries. At 10:10 a.m. on July 22, the victims were taken to Dien Bien Provincial General Hospital for emergency treatment in a state of severe multiple trauma.
Immediately after receiving the request for professional support, Viet Duc Friendship Hospital organized an online consultation chaired by Associate Professor, Dr. Nguyen Manh Khanh, Deputy Director of the Hospital. Of the 3 patients, case L.X.T (43 years old, Dien Bien) was diagnosed with multiple trauma shock, critical, and will be transferred to Viet Duc Friendship Hospital for further treatment. Two patients, V.B.L (34 years old, Dien Bien) with closed chest trauma and T.K.T (57 years old, Ha Dong, Hanoi) with head trauma, were assigned to be monitored and treated on-site and continued to receive remote professional support from doctors at Viet Duc Friendship Hospital.
Vietnam National Coal and Mineral Industries Group (TKV) said that in order to focus on responding to storm No. 3, TKV leaders organized 3 inspection teams to prevent and respond to units in Ha Long, Cam Pha and western Quang Ninh provinces. Assessing that there would likely be heavy rain after the storm, TKV leaders requested units to arrange forces to be ready for on-site storm duty according to the motto "3 before, 4 on-site", reinforcing and firmly securing equipment and vehicles in the port area, coal warehouse, factory, etc., at the same time, increasing the drainage capacity of dams and canals to protect the safety of mines, coal warehouses and waste dumps./.
