Early action on drought and saltwater intrusion in Ca Mau province

14:1:44, 11/04/2024 Ca Mau, April 9-12, 2024 - Within the framework of the project "Strengthening capacity and expanding the scale of early action implementation along with connecting with the social protection system", the Ministry of Agriculture and For agricultural development, Ca Mau Provincial People's Committee coordinated with the Food and Agriculture Organization of the United Nations (FAO) to coordinate early action to support people in strengthening their ability to cope with and minimize the impact of drought. , saltwater intrusion in Khanh An, Khanh Thuan communes - U Minh district, Khanh Hung commune - Tran Van Thoi district and Bien Bach commune - Thoi Binh district, Ca Mau province.

The program focuses on cash disbursement activities for households in difficult circumstances to improve their resilience and minimize the impact of drought and saltwater intrusion, and at the same time strengthen propaganda to raise awareness. Community awareness about using water economically in daily life and production. On April 9, 2024, Mr. Nguyen Hoang Hiep - Deputy Minister of Agriculture and Rural Development and Mr. Rémi Nono Womdim - Chief Representative of FAO in Vietnam visited and distributed cash to people in Khanh An commune. , U Minh district.

Speaking at the opening event to activate early action in Ca Mau, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep said: Currently, due to the impact of El Nino, drought and saltwater intrusion have affected the many socio-economic fields and people's lives in the Mekong Delta region in general and Ca Mau province in particular, such as: subsidence on some traffic routes, people's livelihoods are turned upside down. , rural areas are lacking for living and production,... causing obstacles in people's lives, especially for households in difficult circumstances. Implement the Prime Minister's direction in Directive No. 11/CT-TTg dated April 1, 2024 on strengthening the implementation of measures to prevent and combat heat, drought, water shortage, and saltwater intrusion. Through assessing the actual situation in Ca Mau province, the Ministry of Agriculture and Rural Development in coordination with FAO in Vietnam decided to activate early action to support difficult households in 04 communes (Khanh An, Khanh Thuan - U Minh district; Khanh Hung - Tran Van Thoi district; Bien Bach - Thoi Binh district). More than 1,000 households will receive cash support in two rounds (the first time in April and the second time in May), with a support level of 6 million for each household with 3 or more members. Although this amount of money is not much, I hope it will help people somewhat during this difficult period caused by natural disasters such as drought and saltwater intrusion.

The support will only partly provide the minimum essential needs, but it has a greater meaning, which is to support people to be more proactive in responding to and minimizing the impact of natural disasters, so that they can recover soon. determine life.

At the same time, this activity also shows that the Vietnamese Government seriously implements the Ha Long Declaration on enhancing early action that ASEAN countries approved in October 2023.

Cash support package activation activities were held in 4 communes/3 districts in Ca Mau province; and is divided into 2 phases (April and May 2024), with a total budget of 5,490,000,000 VND. The benefit limit for Households of 1 person is 1 million VND per installment; Household of 2 people: 2 million VND per installment; Households of 3 or more people: 3 million VND per installment.

Information of beneficiary households (HHL) of the cash support package is as follows:
1. Khanh An commune, U Minh district: 290 people, including 520 male residents, 525 female residents; Support funding for phase 1: 786,000,000 VND, total funding for 2 phases: 1,572,000,000 VND;
2. Khanh Thuan commune, U Minh district: 346 people, including 759 male residents, 759 female residents; Support funding for phase 1: 987,000,000 VND, total funding for 2 phases: 1,974,000,000 VND;
3. Khanh Hung commune, Tran Van Thoi district: 164 HHL of which 313 are male, 357 are female; Funding for support for phase 1: 437,000,000 VND, total funding for support for 2 phases: 874,000,000 VND;
4. Bien Bach commune, Thoi Binh district: 201 HHL, of which 358 are male, 370 are female; Support funding for phase 1: 535,000,000 VND, total funding for 2 phases: 1,070,000,000 VND.

Mr. Le Van Su, Vice Chairman of the People's Committee of Ca Mau province, speaking at the activation program, said: To respond to this situation, Ca Mau province has focused many resources and mobilized the entire political system. and the people to participate, proactively deploy many measures from non-structural to structural, deploy early action before drought, respond during drought and soon overcome the consequences after drought.
However, as mentioned above, this is a severe drought. Ca Mau, with its large area, is heavily affected, the number of disadvantaged households, vulnerable to drought is quite large, the internal strength of The province at this time cannot respond. Therefore, the funding from the Food and Agriculture Organization of the United Nations (FAO) for the province is extremely valuable and timely.
