Vietnam National Institute of Software and Digital Content Industry and Information Technology Development Centre (Panasonic Corporation) have recently examined and assessed the current state and the applicability of information technologies with the disaster alerts and minimisation system at a number of locations. Reports showed that Đà Nẵng and Cần Thơ had the ability to acquire and develop such information technologies with the support of Japan in order to supervise floods and give early alerts to minimise the possible casualties caused by floods.
Both Đà Nẵng and Cần Thơ are currently using manual means of obtaining and analysing water samples. Especially in Cần Thơ, it takes 35 days to complete the process of water samples analysis for 38 locations, which greatly hinders the efforts of giving early alerts for the residents.
The experiments will use the sensor system with a wireless mesh network and iDragon Cloud.
The system is expected to use telecommunication. However, under disaster conditions, the system must stay in order without extra energy. Therefore, the system must use a solar wireless mesh network.
The provinces will build up projects to ask for need-based ODA supports from Japan when the experiments have proved successful.
