The US National Hurricane Center (NHC) said the storm's center was the Taylor region along the Gulf coast north of Florida with maximum winds of 85km/h. The intensity of the storm has dropped below Category 1 since last night.
The NHC forecast areas in western and northern Florida could expect 76mm-150mm of rain, increasing the risk of widespread flooding.
In addition, tornadoes are possible in northern Florida, southeastern Georgia and eastern South Carolina.
NHC forecasts that storm Elsa will continue to weaken on July 8 as it moves over the mainland to the north.
Florida officials urged residents to take precautions, prepare for widespread power outages, and stock up on adequate supplies of food and clean water.
Currently, Florida's Tampa airport has temporarily suspended commercial flights from July 6-7.
Over the weekend, Hurricane Elsa swept through Jamaica and Cuba, killing at least three people, the Caribbean Disaster Emergency Management Agency said.
Localities in Cuba had to evacuate more than 100,000 people on July 4 to prevent major flooding caused by Hurricane Elsa. The storm also claimed the lives of two people in the Dominican Republic and another in the island nation of Saint Lucia.
The storm was recorded as the first super typhoon of this year's Atlantic hurricane season, but has since weakened into a tropical storm.
