Prime Minister directs to strengthen prevention, control and overcoming damage caused by natural disasters before the 2025 storm season

14:54:27, 08/07/2025 Prime Minister Pham Minh Chinh signed and issued Directive No. 19/CT-TTg dated June 19, 2025 on strengthening the work of preventing, combating and overcoming damage caused by natural disasters before the 2025 storm season.

Do not be passive or surprised in disaster prevention when arranging the apparatus.
According to the Directive, from the beginning of 2025 to present, the Government, the Prime Minister, ministries, branches, directly the Ministry of Agriculture and Environment and localities have regularly monitored and directed the implementation of natural disaster prevention, control and overcoming consequences.

However, there are still some limitations and shortcomings in natural disaster prevention, control and overcoming consequences, especially: lack of synchronization of legal regulations; weak infrastructure, posing risks in the face of increasingly complex natural disasters...

In the context of climate change, natural disasters are increasingly unusual, extreme and difficult to predict. To ensure that the work of monitoring, supervising, informing, leading, directing, and operating natural disaster prevention and control is operated continuously, smoothly, promptly, effectively, and is not affected by the work of organizing and deploying the apparatus and implementing the two-level local government, ensuring absolute safety for people's lives, limiting damage to the property of the people and the State, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities, Chairmen and General Directors of the following corporations: Vietnam Post and Telecommunications, Military Telecommunications Industry, Vietnam Electricity to focus on leadership, direction, regularly inspect, urge and proactively organize the timely and effective implementation of natural disaster prevention and control and rescue work according to their functions, tasks and authorities, especially performing the tasks assigned by the Prime Minister and Deputy Prime Ministers related to natural disaster prevention and control, not to let Be proactive and unexpected, and do not allow any interruption in leadership and direction when arranging and streamlining the political system's apparatus, rearranging administrative units, organizing two-level local governments, and promoting decentralization and delegation of power to localities.

Strengthening the disaster prevention and control apparatus at provincial and communal levels
The Chairmen of the People's Committees of provinces and centrally-run cities must absolutely not allow any interruption in leadership and direction in response to and overcoming the consequences of natural disasters during the process of implementing the merger of provincial levels and organizing two-level local governments;

Direct the current leaders of the People's Committees at all levels, leaders of relevant departments, branches, agencies and units not to be negligent or subjective in leadership and direction, continue to fully and seriously perform the assigned duties and tasks with the highest sense of responsibility, focus on closely monitoring the situation, promptly and effectively implement the work of preventing, combating, overcoming the consequences of natural disasters and rescue in the area according to the motto "four on-site", suitable to local realities to minimize damage, especially to people's lives due to natural disasters.

Be responsible to the Government and the Prime Minister for the work of preventing, combating natural disasters, rescue in the area.

Strictly handle collective and individual responsibilities, especially the responsibilities of leaders if they are subjective and do not fully perform their duties and tasks in the work of preventing, combating, overcoming the consequences of natural disasters and search and rescue.

Chairmen of People's Committees of provinces and centrally-run cities direct the development of plans to perfect the organization and apparatus of agencies directing, commanding and performing the tasks of preventing, combating, overcoming the consequences of natural disasters and search and rescue at the provincial and communal levels, clearly assigning responsibilities to organizations and individuals to be ready for operation, ensuring that the work of preventing, combating, overcoming the consequences of natural disasters and search and rescue is operated smoothly, effectively and efficiently, and is not affected after the merger of the provincial level and the end of the district level's operations..

Review and update response plans for each type of natural disaster
Thủ tướng giao Chủ tịch Ủy ban nhân dân các tỉnh, thành phố trực thuộc Trung ương tập trung chỉ đạo, sử dụng hiệu quả nguồn lực đã được hỗ trợ tại Quyết định số 1660/QĐ-TTg ngày 26 tháng 12 năm 2024 của Thủ tướng Chính phủ, đồng thời chủ động bố trí ngân sách địa phương và huy động nguồn lực hợp pháp khác để đầu tư khắc phục dứt điểm những vấn đề còn bất cập trước mùa mưa bão năm 2025, nhất là các sự cố đê điều, hồ đập, hạ tầng viễn thông, điện, tiêu thoát nước và các nguy cơ đã được nhận diện qua cơn bão Yagi năm 2024, bảo đảm thông tin liên lạc, nguồn điện phục vụ công tác chỉ đạo, điều hành phòng, chống thiên tai ở địa phương và từ trung ương tới cơ sở trong mọi tình huống, khắc phục tình trạng ngập úng, nhất là tại đô thị khi mưa lớn.

Rà soát, cập nhật phương án ứng phó từng loại hình thiên tai trên địa bàn trong tình hình mới, trong đó tập trung triển khai quyết liệt các biện pháp bảo đảm an toàn tính mạng cho Nhân dân, nhất là kéo giảm thiệt hại về người khi xảy ra sạt lở đất, lũ quét, lũ, bão lớn; xây dựng kịch bản sẵn sàng ứng phó, bảo vệ các trọng điểm xung yếu, không để bị động, bất ngờ khi có tình huống thiên tai.

Promoting digital transformation in monitoring, forecasting, warning, prevention and control of natural disasters
The Prime Minister assigned the Minister of Agriculture and Environment to closely monitor and supervise the weather and natural disaster situation to forecast, warn, and promptly inform relevant agencies and people to proactively respond and minimize damage caused by natural disasters.

Promote digital transformation, apply science and technology, and socialize in monitoring, forecasting, warning, and disaster prevention and control, focus on investing in improving the quality of human resources and infrastructure, and ensure that data from monitoring stations are connected stably and continuously to the forecasting center, serving the direction of natural disaster prevention and control.

Proactively direct and deploy the work of preventing, combating, and overcoming the consequences of natural disasters according to assigned functions, tasks, and authorities; promptly report on the natural disaster situation, advise and propose to the Prime Minister for direction in complicated natural disaster situations that exceed authority.

Inspect, urge and guide localities to promptly complete the work of overcoming dike and dam incidents before the flood season in accordance with the direction of Deputy Prime Minister Tran Hong Ha in Official Dispatch No. 5183/VPCP-NN dated June 11, 2025.

Direct, guide, inspect and urge localities to review, update and complete disaster prevention and control plans, especially inspect and urge the work of ensuring "four on-site" in accordance with the specific situation of the locality and the operation of local authorities at 2 levels.

Preside over and coordinate with the Ministry of Industry and Trade, relevant ministries, agencies and localities to continue researching and reviewing the flood prevention and control planning of the Red River - Thai Binh River system, regulations related to natural disaster prevention and control, dam safety management, reservoir and inter-reservoir operations to propose adjustments and supplements in the direction of promoting decentralization and delegation of authority, moving towards real-time reservoir and inter-reservoir operations..

Ensuring safety of hydroelectric dams and power transmission systems
The Prime Minister requested the Minister of Industry and Trade, in accordance with the assigned state management function, to direct the work of ensuring the safety of hydroelectric dams, power transmission systems and ensuring safe power supply during the rainy and stormy season; coordinate with the Ministry of Agriculture and Environment to direct the safe operation of hydroelectric reservoirs and the efficient use of water resources.

The Minister of Construction directed relevant agencies and localities to review and take measures to ensure safety in preventing and combating natural disasters before the rainy and flood season for traffic infrastructure works, construction, especially drainage systems on key traffic routes and in large urban areas (such as Da Nang, Da Lat, Phu Quoc, etc.) to proactively drain water and overcome serious flooding in many urban areas during heavy rains; direct the implementation of work to ensure traffic safety when natural disasters occur, promptly overcome landslides and separations, and avoid congestion on main traffic routes.


Urgently submit for promulgation a Decree detailing the implementation of a number of articles of the Law on Civil Defense.
The Minister of National Defense shall preside over and coordinate with relevant agencies to promptly complete and submit to competent authorities for promulgation a Decree detailing the implementation of a number of articles of the Law on Civil Defense under the direction of the Government Standing Committee in Notice No. 460/TB-VPCP dated October 8, 2024 in accordance with the streamlining of the political system and the organization of local governments at two levels, and at the same time, consolidate the National Civil Defense Steering Committee in accordance with the provisions of the Law on Civil Defense in June 2025; direct the review and completion of the plan to be ready to mobilize forces and means to support localities in responding to and overcoming the consequences of natural disasters, and conducting search and rescue operations in accordance with regulations. The Minister of Public Security directs local police, especially the police force at the grassroots level, to develop plans and proactively deploy forces and means to support people in preventing, combating, and overcoming the consequences of natural disasters, and in search and rescue when natural disasters occur.

The Minister of Education and Training directs the review and implementation of proactive measures to ensure the safety of teachers, students, and facilities, equipment and learning materials, especially in areas affected by floods and storms every year.

The Minister of Finance directs the provision of funding for the prevention, combating and overcoming the consequences of natural disasters; coordinates with the Ministry of Agriculture and Environment to review, advise and propose to competent authorities to amend and supplement regulations to simplify and reduce administrative procedures in reviewing and supporting the overcoming of the consequences of natural disasters to ensure timeliness and effectiveness; promptly coordinate with agencies and localities to report and propose to the Prime Minister to decide on support to overcome the consequences of natural disasters according to the provisions of law.
