Proactively respond to heavy rains in the Northern region

9:34:42, 05/07/2024 Deputy Prime Minister Tran Luu Quang has just signed Official Dispatch No. 65/CD-TTg dated July 2, 2024 of the Prime Minister requesting ministries, branches and localities to proactively respond to heavy rains in the Northern region.
Telegrams to the Ministers of the Ministries of Agriculture and Rural Development, Natural Resources and Environment, Transport, Industry and Trade, National Defense, Public Security, Education and Training; Chairmen of the People's Committees of the provinces of Cao Bang, Bac Kan, Ha Giang, Lao Cai, Yen Bai, Tuyen Quang, Son La, Dien Bien, Lai Chau, Hoa Binh, Phu Tho, Thai Nguyen, Lang Son.

According to the forecast of the National Center for Hydro-Meteorological Forecasting: From the evening of July 2 to July 4, 2024, the mountainous and midland areas of the North will have moderate rain, heavy rain and thunderstorms, locally very heavy rain with common rainfall from 40 - 80 mm, locally over 150 mm. The Northern Delta region will have showers and thunderstorms, locally over 80 mm; the upper reaches of the Da, Thao, and Lo rivers are likely to experience a flood. Risk of flash floods, landslides in mountainous areas and flooding in low-lying areas in the northern mountainous provinces.

Now is the peak period of floods in the North, the Prime Minister requests the Minister of Agriculture and Rural Development and Ministers, Chairmen of People's Committees of provinces and cities not to be negligent, subjective, or lose vigilance, to closely monitor, proactively direct, promptly and effectively implement flood response work to ensure safety of life, limit property damage and impact on production and daily life of people, focusing on the following tasks:

1. Chairmen of People's Committees of provinces and cities:

a) Focus on directing to ensure safety of life for people:

- Direct local media agencies to strengthen communication, dissemination, and guidance for people to implement measures to ensure safety and limit damage when floods occur.

- Organize to review, promptly detect, proactively evacuate, relocate people and vehicles, and assets in dangerous areas, unsafe areas, especially in deeply flooded areas, along rivers, streams, areas at risk of landslides and flash floods.

- Organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially in culverts, spillways, deeply flooded areas, fast-flowing water, areas where landslides have occurred or are at risk of landslides; resolutely do not allow people and vehicles to pass if safety is not ensured; do not let unfortunate human losses occur due to carelessness and subjectivity.

b) Coordinate with relevant agencies to direct the safe operation of irrigation and hydropower works and reservoirs in the area to ensure safety for the works and safety for downstream areas; deploy work to ensure the safety of dikes and dams according to regulations, minimizing damage.

c) Proactively arrange forces and means in key areas to promptly deploy rescue and relief work when situations occur; direct the overcoming of consequences of natural disasters according to the provisions of law.

2. The Ministry of Natural Resources and Environment organizes the monitoring and supervision of natural disasters, warnings, forecasts, and provides full and timely information to competent agencies to serve the direction and response to floods according to regulations.

3. The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade, according to their assigned state management functions, coordinate with localities to direct the effective operation and ensure the safety of irrigation and hydroelectric reservoirs; direct the work of ensuring safety for agricultural and industrial production.

4. The Ministry of Transport directs and coordinates with localities to direct the assurance of traffic safety, promptly overcome incidents, and ensure smooth traffic, especially on main traffic routes.

5. The Ministries of National Defense and Public Security shall proactively direct forces stationed in the area to coordinate and support localities in implementing flood response work according to regulations.

6. The Ministry of Agriculture and Rural Development shall, according to the assigned tasks in Resolution 102/NQ-CP dated June 29, 2024 of the Government, closely monitor the situation, proactively direct, inspect, and urge sectors and localities to implement work to prevent, combat, and overcome the consequences of natural disasters; promptly report and propose to the Prime Minister to direct the handling of issues beyond its authority./.
