In 2023, the Center for Policy and Techniques for Natural Disaster Prevention and Control under the Department of Dike Management and Natural Disaster Prevention and Control was assigned by the Ministry of Agriculture and Rural Development to develop a document guiding the implementation of the Project. During the development process, the content of the document received many contributions from domestic and international agencies, units, organizations and 63/63 provinces and cities.
Some key points in the document:
- Regulations on the organizational structure and implementation of Project 553 at the central and local levels;
- Regulations on the composition and basic tasks of the Central Teaching Team, the Provincial/District Training Team and the Commune Technical Support Group;
- Regulations on the framework for training, education and communication to implement Project 553 with 8 topics, including some new contents such as: early action based on early warning; mainstreaming gender and gender-based violence prevention and inclusion of vulnerable groups in PCTT and management of community-based disaster risk; applying IT, digital transformation in PCTT; management of community-based disaster risk in building new rural areas safe from natural disasters; disaster prevention for schools, businesses; management of community-based disaster risk in urban areas...;
- Identifying training subjects, training in communication to improve capacity on community-based disaster risk management;
- Guiding the implementation of some activities at the local level.
