On April 19, information from the Office of the Steering Committee for natural disaster prevention and search and rescue in Lao Cai province said that heavy rains caused flash floods to occur on Nam Lien stream in Minh Ha village (Minh Luong commune, Van district. Table) in the night of 16 and morning 17 washed away 3 people and many properties of the people. In addition to the two bodies that were found, search and rescue teams also found a part of the third victim's body on the Nam Lien stream crossing Highway 279.
Through initial verification, flood flow from the upstream of Nam Lien stream brought many rocks, large trees flowing through the sewer through National Highway 279. But the manhole was too small, blocked by many trees. directing the flow towards the residential area of Minh Ha 1 village, leading to a terrible flood.
The tube flood also damaged 25 houses, dozens of motorbikes and property of the people. Mud and rocks from the mountains fill the surface of National Highway 279 with a length of about 200m, causing traffic to be completely congested.
Sadly looking at the property being swept away by the floods, Ms. Hoang Thi Phuong was speechless. Phuong's family operates a motorbike, a shop and is also the place where the whole family lives along the Nam Lien stream. This morning when the flood came, hearing everyone's chants, the whole family was about to open the door to run out, the water was forced to squeeze the door and could not get out, so they ran up to the roof to find a way out to the neighbor's house. . When the flood passed, Ms. Phuong returned home, many properties were swept away by the flood, dozens of motorbikes in the shop were flooded and badly damaged.
Trying to find in the mud and dirt to see what can be used, Mr. Hoang Son Hai, Minh Ha 1 village still shuddered when recalling the flood this morning. Mr. Hai recounted that the whole family was sleeping when they saw the ground shaking, the house on stilts shaking, floodwaters destroyed the brick wall surrounding the house and poured into the field behind. "If the flood did not break that wall, it would have washed away the whole floor," Hai said.
Taking advantage of the falling rain, Ms. Luong Thi Thau went to the stream to see if she could find the remaining belongings and possessions, then turned back sadly. Having lived in Minh Ha for decades, Mrs. Thau has never seen such a big flood. Mrs. Thau said: This stream has little water all year round. In dry season, children can also pass through, so it is unclear yesterday that water poured down from the source.

The Prime Minister asked localities to visit families with dead people, mobilize forces to support people in repairing houses, cleaning up the environment; providing food and essential necessities to prevent people from starving.

The Prime Minister asked the People's Committee of Lao Cai province to closely monitor the changes of rain and flood; deploying a shock force at the facility to inspect and review the safe place of the people, especially the area at high risk of flash floods, landslides; to be ready with forces, means and equipment to cope when the situation arises.

Because floods happened unexpectedly during the night, so people could not evacuate their property, fortunately the area of Minh Ha village where the flood flow went through had no human damage. As soon as the flood happened, the commune mobilized local forces and the support of the neighboring localities to help people overcome the consequences. Up to now, the clearing of the flow and clearing of soil and rock in the households has basically been completed. One of the current difficulties is that Minh Ha field, the agricultural production area of the people in the village has been flooded through a great damage, which will take a long time to recover.
