According to forecasts of the Hydrometeorological Center about increase tend of the average temperature of the northern provinces in the first half of 2016 higher from 0.5 to 1 degree Celsius than the average of previous years, the delegates said that the northern provinces continued to have warm winter-spring crop, potentially drought and water shortage in the northern mountainous provinces and North Central region. In fact, warm weather in the beginning of the previous winter-spring crops created early sown rice to be old, trigger lack of banches, blossom early and face with cold weather risk, increase the proportion of low quality paddy grain, affect rice productivity and yeilds.
