The Prime Minister has just had a telegram to request ministries, branches and localities to focus on dealing with heavy rain and flood in the central provinces. The telegram stated that, from October 6, 2020 up to now, in the central regions it has been continuously heavy to heavy rain, the total rainfall is common from 300 to 500mm, especially in some places in Quang Tri, In Thua Thien Hue with total rainfall from 700 to 900mm, in some areas deep flooding occurred, separating traffic. It is forecasted that heavy rains will continue to happen in the coming time, floods on rivers in Quang Binh to Quang Ngai will rise very quickly, in many places above alarming level 3, a very high risk of flash floods and landslides, serious inundation on a large scale in low-lying areas, especially in the districts of Huong Hoa, Dak Rong, Hai Lang, Trieu Phong (Quang Tri province), Dai Loc, Duy Xuyen (Quang Nam province), Phong Dien (Thua Thien Hue province), Minh Hoa (Quang Binh province).
In order to proactively cope with heavy rain and floods, ensure safety of lives and limit the damage to people's property, the Prime Minister requests the People's Committees of provinces and cities from Ha Tinh to Phu Yen and The Central Highlands region, especially the provinces: Quang Tri, Thua Thien Hue, Quang Nam, Quang Ngai, Quang Binh closely monitor the changes of rain and flood, direct the immediate implementation of urgent measures to cope with floods, follow the motto 4 on the spot to ensure the safety of people's lives, limit the damage caused by floods. In particular, focusing on reviewing and proactively mobilizing forces to organize the emergency relocation of households in dangerous areas, areas at risk of deep flooding and separation, especially in low-lying areas, rivers and streams, the unsafe households must resolutely mobilize and relocate, in case of necessity, organize forced relocation to ensure safety of people's lives. The localities continued to organize the search for missing people; organizing visits, encouragement and timely support for families with dead or missing persons; proactively support food, provide temporary accommodation for displaced households, prevent people from starving and cold.
Proactively informing people in a timely manner, recommending and guiding people in activities, especially travel when it rains and floods; to arrange forces to control and guide traffic, especially in areas frequently flooded deeply and quickly when floods and rains; based on local specific situations to decide to let students leave school to ensure safety; guide people to actively reserve food and essential necessities to prevent rain and flood, causing flooding and prolonged division.
The People's Committees of provinces and cities from Ha Tinh to Phu Yen and the Central Highlands continue to direct and implement measures to reinforce and protect dykes and dams; supervise the safe operation of dams in the area according to the operating procedures approved by the competent authorities, and at the same time proactively handle all situations that arise during the dam's operation.

Critical irrigation and hydropower reservoirs, especially small and medium dams that are full of water, are at high risk of unsafety, should be on guard forces, and have plans to actively evacuate people downstream to ensure safety when situations arise; check the arrangement of forces, materials and means to be ready to respond when an incident occurs. Owners of dams and reservoirs are responsible for promptly and fully providing information relating to reservoir operation to the Central Steering Committee for Natural Disaster Prevention and Control and the Local Steering Committee for Natural Disaster Prevention and Search and Rescue related to direct and coordinate the operation of lakes. Along with that, localities direct and guide people to implement the plan to protect agricultural production, proactively harvest rice, crops, and aquatic products to harvest, especially in at-risk areas deeply flooded; actively draining buffer water to prevent flooding, protect production. Arrange forces and means in key areas to be ready to carry out rescue and rescue work and promptly overcome the consequences of floods.
The Prime Minister asked the Ministries of Agriculture and Rural Development, Industry and Trade and the Electricity of Vietnam according to their assigned functions and tasks: To actively direct the safe operation of irrigation dams and reservoirs of hydroelectricity, contributing to reducing floods in the downstream, preventing flooding in downstream due to artificial flood discharge; dispatching missions to coordinate and support localities in lake operation; direct the dam owner to calculate and promptly update information on reservoir operation to the Central Steering Committee for Natural Disaster Prevention and Control and the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue at localities, propose a plan to operate in case of major floods. The above ministries direct the work of ensuring electricity system safety; to prepare essential food, food and goods sources to support localities when required.
The National Committee for Incident and Disaster Response and Search and Rescue, the Ministry of Defense shall direct the Military Region 4, Military Region 5 and forces stationed in the area to be ready for local forces and means to support implementation of evacuation, relocation of people out of dangerous areas; proactively arrange forces and means in critical areas to perform rescue operations upon request.
The Ministry of Public Security shall direct the local Police to ensure security and order in the locality; ready forces to support people to respond and overcome consequences of rain and flood as requested by the locality; proactively guide, diversify and control means of transport operating in flood-affected areas, ensuring safety.

The Ministry of Transport shall direct the assurance of safety for ships and means of transport operating and anchored on rivers and estuaries; implementing plans to ensure traffic safety for waterways, roads and railways in flood-affected areas; coordinating with the police force to actively direct the control, diversion against congestion, ensure safety for passengers and means of transport; prepare forces, means and materials to promptly remedy consequences, restore traffic on main axes, especially the National Highway 1 and the North-South railway. The Ministry of Information and Communications shall direct relevant agencies, units and operators to take measures to ensure the security of information systems, prepare forces and materials to quickly restore communications when an incident occurs in order to serve the direction and administration of natural disaster response and to soon stabilize people's lives and activities.
The Ministry of Health directs and guides localities in implementing epidemic prevention and control, especially COVID-19 epidemic in evacuation areas and proactively assists localities affected by floods with chemicals needed to ensure medical examination and treatment, environmental sanitation, and prevention of epidemics after floods.
The Ministry of Education and Training directs the implementation of the work of ensuring safety for teachers and students, minimizing damage to facilities, equipment and school supplies in the affected areas. of the floods.
