Within the framework of the project to strengthen human rights and gender equality through actions on disaster risk reduction and climate change (EmPower), August 4-5 in Hai Phong City and August 8- On August 9, in Da Nang City, a training session on collecting economic data for natural disaster prevention and control was held for nearly 100 officials working in disaster prevention and control of 32 provinces (21 provinces in the North of Vietnam). and 16 provinces in the Central - Central Highlands). The program is implemented by the United Nations Agency for Gender Equality and Empowerment of Women (UN women) in collaboration with the General Department of Disaster Prevention and Control.


Ms. Bui Thi Quynh Nga - Director of Center for Policy and Techniques for Disaster Prevention opened the training session in Hai Phong.

At the training session, the provinces were introduced to the Vietnam Disaster Monitoring System (VNDMS) which is being used by the General Department of Disaster Prevention and Control in monitoring, directing and decision making in natural disaster prevention and control. ears. Along with that is the role and importance of economic data for disaster prevention.

Also at the training session, the delegates were acquainted and learned about gender concepts through the presentation of the representative of the United Nations agency on Gender Equality and Empowerment of Women (UnWomen). What are the key concepts introduced including gender? The role of gender in disaster prevention, .....

After listening to the presentation on gender in disaster prevention and control, the participants in the training were introduced to the form of collecting economic data for people's livelihood for disaster prevention and control which is being developed by the General Department of Vietnam. Disaster prevention use and has been collected in more than 1000 communes across the country.

The form includes 7 main data fields such as:

+ Population with sex and age disaggregation and details of vulnerable populations

+ Classification of land: Agricultural, forestry, aquatic, non-agricultural and unused land.

+ Production and business of such industries as: Cultivation, animal husbandry, fishing and aquaculture, service - tourism and distribution.

+ Infrastructure works: Houses, electricity systems, roads, markets, information systems, schools, headquarters, cultural houses, medical stations and other works

+ Clean water - Environmental sanitation

+ Irrigation works

+ Resources for disaster prevention


Mr. Nguyen Ba Thanh - Deputy Head of Remote Sensing Technology and Disaster Simulation Department of the Center for Policy and Technology on Disaster Prevention introduced about index fields in the collection form

Also in the training program, the provinces that have conducted data collection have shared their experiences, difficulties and problems when collecting and using data collected in disaster prevention and control in Vietnam. local


Mr. Quang Van Viet - Chief of the Standing Office of the Commanding Committee for Disaster Prevention and Search and Rescue of Lao Cai province shared experiences at the conference.

At the end of the training session, participants were introduced to economic software for disaster prevention. The software was built by the National Steering Committee for Natural Disaster Prevention in 2019, after 2 years of use, the software has aggregated data of more than 1,200 communes across the country. In 2022, the software is being further upgraded to serve disaster prevention.


Mr. Nguyen Huu Long - Specialist of Remote Sensing Technology and Disaster Simulation Department introduced and guided the use of economic software for disaster prevention and control.

Through the training session, the participants understood the indicators, data fields, the importance and application of the economic model for disaster prevention. From there, you can apply the form and collect and synthesize data in your locality, contributing to improving the prevention of natural disasters in the locality.
