According to the Decision, the project, titled "Relocation of Residents in Urgent Disaster-Affected Areas in Muong Than Commune, Lai Chau Province," is being implemented to urgently address the consequences of natural disasters; to provide new housing for households affected by flash floods and landslides, ensuring safe and stable long-term living conditions. Simultaneously, the province will invest in building essential technical infrastructure at the resettlement site, contributing to stabilizing people's lives, ensuring social welfare, national defense, and security in Muong Than Commune.
The project is being constructed in Muong Than Commune, Lai Chau Province. The unit assigned to manage and implement it is the Lai Chau Provincial Military Command.
According to the planned scale, the project will provide a concentrated resettlement area for approximately 24 households who lost their homes due to natural disasters; and level approximately 10,000 m² of land. The project involves investing in the construction of Grade IV housing along with essential technical infrastructure items including internal roads, water supply and drainage systems, electricity supply, land leveling, and auxiliary works as required. The total estimated cost is approximately 19 billion VND from the state budget and other legal sources. The project is expected to receive land handover and commence construction on July 20th.
The decision clearly states that the issuance of the emergency construction order stems from the impact of the prolonged heavy rains from July 15-17, which caused severe flash floods and landslides in Muong Than commune, damaging houses and infrastructure, and directly threatening the lives and property of the people.
Previously, the Chairman of the People's Committee of Lai Chau province issued a decision declaring a state of emergency due to natural disasters in Muong Than commune. Therefore, the timely relocation of people from dangerous areas and the construction of new, safe, and stable housing is an urgent requirement.
To implement the project, Lai Chau province assigned the Provincial Military Command to organize its execution according to the procedures for emergency construction projects, ensuring quality and periodically reporting on progress. The Department of Agriculture and Environment and the Department of Construction are responsible for inspecting and supervising the implementation process. The Department of Finance advises on the allocation of funds for the construction of the resettlement area, compensation, land clearance, and support for households according to regulations. The Project Management Board for Investment and Construction of Agricultural and Rural Development Projects will prepare model house designs; the Provincial Land Fund Development Center will carry out compensation and land handover; and the People's Committee of Muong Than commune will coordinate in compiling a list of 24 households to be relocated and resettled, and perform assigned tasks to ensure the project's progress.
