Participating in the training course are 30 trainees from various sectors, mass organizations and representatives of all villages in the commune who are also members of the Technical Assistance groups and Community Support groups. Trainees will be equipped with necessary knowledge and skills to be conduct the assessment processes and finalize community-based disaster and climate change risk assessment reports (CBDRA reports). At the same time, they can provide input data to the establishing, completing and enhancing the application of disaster and climate risk information systems to support decision-making and the risk informed and climate change resilience integrated planning”.
Vinh Ninh commune is located in a high risk area of such natural disasters as storm, flood and drought. Opening the training course, Mr. Do Muoi, Vice Chairman of Vinh Ninh People's Committee, Quang Ninh District, Quang Binh Province, said “The CBDRM training course takes place just after the storm No.4 hitting Quang Binh province is over and once again reminds us of the importance of natural disaster prevention and control based on community and for the sake of communities”. We are looking forward to results of the CBDRM/A course which will provide important and accurate input data to our natural disaster prevention and control planning and these data will be also integrated into our commune SEDP plan”.
Apart from Vinh Ninh commune, the Project is currently conducting CBDRM/A training courses in other coastal communes in Quang Binh province. The 2019 training course target in Quang Binh is 69 communes. Up to now, the GCF project has conducted CBDRM/A training courses in 49/69 communes and all these courses received strong supports from local governments and enthusiastic participation of local trainees.
The Central Region is entering the rainy season which is also flood and storm season. Experiences which are expected to be shared among stakeholders in these CBDRM training courses together with community-based disaster and climate change risk assessments (CBDRA) will be practical lessons to natural disaster prevention and control in this harsh land.
