Circular No. 13/2021/TT-BNNPTNT provides regulations on ensuring natural disaster prevention and control requirements in the management, operation, and use of:

Mineral and other natural resource extraction areas;

Urban, tourism, and industrial zones;

Historical relics, tourist sites, and rural residential areas;

Disaster prevention infrastructure, transportation, electricity, telecommunications, and other technical facilities.
This Circular officially came into effect on December 10, 2021.
Amendments and Supplements
The Circular has been updated by the following legal documents:

Circular No. 18/2025/TT-BNNMT (dated June 19, 2025): Details the decentralization and delegation of state management authority in dyke management and natural disaster prevention. Effective from July 1, 2025.

Circular No. 10/2026/TT-BNNMT (dated February 6, 2026): Amends and supplements several articles of existing Circulars within the dyke and disaster prevention sectors. Effective from February 6, 2026.
On March 23, 2026, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep officially signed the Consolidated Document to unify these regulations.
