DMC - the project “Enhance Community Awareness and Community Based Disaster Risk Management” has been approved by the Prime Minister by 1002/QĐ-TTg on 13/7/2009 (to be called the Project). Disaster Management Centre has recently been appointed by Directorate of Water Resources to become the unit responsible for the consultation that has supported Ministry of Agriculture and Rural Development (Directorate of Water Resources) in accomplishing a number of tasks:
- Approval for training documents on community disaster (Reference) in Decision 583/QĐ-TCTL-ĐĐ on 13/7/2011.
- Approval for reference documents on Guidelines for the project “Enhance Community Awareness and Community Based Disaster Risk Management” in Decision 666/QĐ-TCTL-ĐĐ on 22/8/2011
- Correspondence 2717/BNN-TCTL on 20/9/2011 from Ministry of Agriculture and Rural Development to the Prime Minister to seek approval for the 5-Year Plan (2011-2015) of the Project.
- Training programmes for teachers from 18 provinces and cities (177 teachers from provinces) on disaster management, climate-change adaptation, and Community Based Disaster Risk Management.
- In cooperation with United Nations Development Programme (UNDP), NGOs, social organisations and sponsors, establishing the Technical Working Group for Community Based Disaster Risk Management (CBDRM-TWG).
- Composing reports on cooperation between Ministry of Agriculture and Rural Development and Red Cross Vietnam in a number of activities within the Project.
- In cooperation with UNDP, providing a criteria and guidelines for disaster risk evaluation in order to support provinces to identify and launch the Project’s activities in 6000 villages with high risks of natural disaster.
- In cooperation with CBDRM-TWG, establishing targets and guidelines for the supervision and assessment of the Project, as well as other aid projects on enhancing community awareness and community based disaster risk management from international organisations.
- In cooperation with the JANI Project, establishing guidelines for the Project on provincial levels.
Disaster Management Centre has organised three Workshops on Guidelines for the Project in 63 provinces and cities which based on the Guidelines Documents approved by Ministry of Agriculture and Rural Development (Directorate of Water Resources ) in Decision 666/QĐ-TCTL-ĐĐ on 22/8/2011 in order to support these provinces and cities to actively launch the Project with the aids provided by Central Government and international organisations. Workshops have been held across three regions (North: Quảng Ninh, South: Bà Rịa Vũng Tàu, Central: Nha Trang).

At these workshops Disaster Management Centre and representatives of the Technical Working Group for Community Based Disaster Risk Management shared on-going activities within the Project, clarified the Guidelines for the Project, and presented the targets and guidelines for the supervision and assessment of the Project.
At these workshops delegates of executives and Industrial safety techniques and environment agency specialists contributed many comments on the Project. Details have been consolidated by the Centre, which will be reported to Directorate of Water Resources. These comments include:
1. Finance: Ministry of Agriculture and Rural Development must seek Government’s approval of the 5-year Plan as soon as possible in order to provide the financial basis from Central Government to support these provinces;
2. Ministry of Agriculture and Rural Development must cooperate with Ministry of Finance to establish detailed regulations on the levels and contents of the Project’s expenses; clear regulations on supports for those involved in the Project (residents; Support groups of all levels) are especially necessary.
3. Conferences on the Project must be organised to inform executives of all levels in the province, especially town levels.
4. Guidelines for the Projects must be completed as soon as possible. The planning of the Project still in fact perplexes many provinces.
5. Guideline Documents: the levels of the contents in the Guideline are accepted. However, provinces still need supports to compose documents for all levels, especially for residents.
At the end of the Workshops, Disaster Management Centre appreciated these constructive comments and will report them to Directorate of Water Resources.
