At the meeting on response to storms No. 5 on September 17 in Hanoi, Minister of Agriculture and Rural Development, Standing Deputy Head of the Central Steering Committee for Natural Disaster Prevention and Control, Nguyen Xuan Cuong directed: All 12 provinces and cities affected by typhoon No. 5 from Thanh Hoa to Khanh Hoa must strictly comply with the Prime Minister's Telegram No. 1258 / CD-TTg of September 16 and Telegram No. 11 / CD-TW. September 16 of the Central Steering Committee for Natural Disaster Prevention and Control - National Committee for Natural Disaster Response and Search and Rescue, closely monitoring storm developments no.5 to take initiative in response measures. 12 provinces and cities affected by typhoon No. 5 from Thanh Hoa to Khanh Hoa; in which, there are 5 provinces and cities that are most affected by the storm: Quang Binh, Quang Tri, Thua Thien-Hue, Da Nang and Quang Nam.
According to forecasts, around noon on September 18 (8-10 hours) or late afternoon of September 18, storms will hit the provinces and cities from Thanh Hoa to Khanh Hoa. Minister Nguyen Xuan Cuong asked the Border Guard to coordinate closely with the Directorate of Fisheries and localities affected by storms to regularly and actively inform fishing vessels that are located in dangerous areas for relocation to go to shelter, pay special attention to passenger ships to take measures to guide and inform safety. "The Standing Office of the Central Steering Committee for Natural Disaster Prevention and Control should coordinate with agencies and localities to regularly update information on storm developments No. 5 and the situation of ships and boats, and report to the Steering Committee to exchanging information with localities in order to propose timely response plans. The localities should consider implementing the sea ban on September 17 at the latest, "Minister Nguyen Xuan Cuong emphasized.
Minister Nguyen Xuan Cuong noted that localities need to pay special attention to tourism activities in islands and coastal areas;
Regularly informing tourists about the direction and developments of the storm to ensure tourism safety for tourists. In addition, localities should urge and inspect the safety of lakes (hydropower and irrigation lakes), pay attention to small hydropower reservoirs; at the same time have a coping plan to prevent pipe flood, flash flood ... There are 5 provinces affected by the storm, based on the specific situation to consider leaving school for students (Thua Thien-Hue province intends to let students leave school on the morning of September 18; other localities have not had any detail plan).
Minister Nguyen Xuan Cuong stated that members of the Central Steering Committee for natural disaster prevention should base themselves on their assigned tasks to well perform the task of directing and coordinating in the response to storm No. 5 according to the direct motto and base direction.
Immediately after this meeting, the Central Steering Committee for Natural Disaster Prevention and Control will set up delegations to inspect some key localities affected by typhoon No. 5.
The National Center for Hydrometeorology Forecasting should intensify the issuance of forecast and warning bulletins to provide the Steering Committee, relevant ministries, agencies and press agencies to serve the direction of storm response.
The director of the National Center for Meteorological and Hydrological Forecasting Mai Van Khiem said that typhoon No. 5 moves fast, the strongest intensity at sea can reach level 12, level 14. Coastal areas of provinces and cities from Quang Binh to Quang Nam (including Con Co island) has a strong wind ability of level 12, level 14.

Da Nang City, Quang Nam Province, Thua Thien-Hue has banned the sea from September 16. The provinces of Ha Tinh, Quang Binh, Quang Tri, and Quang Ngai are expected to ban the sea on September 17.
Provinces and cities from Quang Binh to Da Nang have plans to evacuate 295,859 households with 1,177,486 people in the 10.11 storm scenario. In which: Quang Binh: 208,979 households with 835,917 people; Quang Tri: 23,522 households with 94,089 people; Thua Thien-Hue: 28,128 households with 106,612 people; Da Nang: 35,229 households with 140,868 people.
